Iconergy was selected by the Town of Center to provide an Advanced Metering Infrastructure (AMI) integrated water meter system for the Town’s 570 water taps that were previously unmetered. The goal of this project was to comply with initiatives that require metering of actual water use and to recover revenues to fund their Water Department. This project was executed as an Energy Performance Contract (EPC) with the support of the Colorado Energy Office (CEO).
Iconergy performed an Investment Grade Audit (IGA) to make informed recommendations and to confirm clear opportunity for the Town of Center to implement a water metering system that accomplishes all of its goals while also reducing system operating costs, identifying leaks, and improving cash flow.
Our team then implemented a complete AMI water metering system for all of the previously unmetered residential customers (they previously paid flat rates). The system includes new meter pits, battery-operated ultrasonic meters, a cellular data reporting system, and integration with the Town’s existing gas and electric utility billing system. We also provided commissioning services for the newly installed equipment.
Additional revenues are expected to annually exceed the implementation cost of the AMI system, fund the remaining payments for the water tower, and include an additional amount to build a capital reserve fund. The town will implement new consumptive water rates enabled by the metering system to accomplish the revenue capture that is currently unable to recover without water meters.
Iconergy supported the applications for grants and low interest loans, which when combined with the revenue capture from the new meters, will fund the $2M project over a 20-year period via an EPC.
This project was one of the first two AMI performance contracting projects in the State of Colorado.
